The Council has launched the first Waltham Forest ‘Fly-Tipping’ campaign in some years, in response to residents’ increasing anger and frustration at those irresponsible residents who commit this enviro-criminal act and the blight it creates on our streets and in our neighbourhoods.

The launch of the campaign coincides with Waltham Forest’s successful bid in securing a £50,000 Fly Tipping Intervention Grant from the Rural Payments Agency. The Fly-Tipping Intervention grant supports approaches and interventions to prevent or address fly-tipping.

The funding has allowed us to purchase 10 new state-of-the-art mobile surveillance cameras that include night vision capabilities. They have been deployed in our current top 10 fly-tipping hotspots, as part of a summer long campaign against fly-tipping in the borough. The below initial deployment locations have been identified using insight-led data with a goal to significantly reduce and ideally wipeout fly-tipping in these areas before we move on to the next 10 hotspots.

  • Frith Road/Corn Way E11 – Cathall ward
  • Garner Road E17 – Chapel End ward
  • Lancaster Road E17 – Higham Hill ward
  • Wellington Road E17 – High Street ward
  • Onra Road E10 – Lea Bridge ward
  • Goldsmith Road E10 – Leyton ward
  • Lloyd Road E17 – St James ward
  • Westward Road E4 – Valley ward
  • Jewel/Pearl Road E17 – William Morris ward

The new cameras will be supported by a media campaign which will be using tough, no-tolerance messaging aimed at raising awareness, compliance & building community engagement. Our message is simple – if you fly-tip, you will be caught.

We will find and fine you.

We will also, where appropriate, name and shame those people found guilty committing these environmental crimes and blighting our streets and neighbourhoods.

Whilst Waltham Forest has a strong track record on tackling this issue evidenced by us continuing to be London’s top borough for issuing FPN’s for fly-tipping (some 8,000 in 22/23) and a decline in reports of fly-tipping over the last 3 years (6% decline in 22/23 alone) residents, rightly, want us to do more, to reduce this blight more and catch those responsible.

This campaign will act as both a deterrent and provide reassurance to our law abiding residents that we take their concerns seriously, and we will work with local residents and the local business community to find those responsible. We will geo-target key hotspot areas across key digital and social channels, alongside more traditional door to door engagement and assets such as flyers and posters. Footage will be filmed for social media at key stages of the campaign. I’ll also be making further fly-tipping enforcement announcements during the campaign.

It would be great if you could share the above visual and the below instructions across any social media groups or networks you are involved in or have access to, including any street Whatsapp groups, on how to report a fly-tip offender and remind people of the below instructions on how to dispose of their waste legally.

How to report a fly-tip offender

If you see someone dumping litter or fly-tipping, we will need as much information as possible to help us prosecute the offenders:

– Tell us what you saw: where, when and a description of the fly-tip/incident, along with a description of anyone involved.

– A description and/or the name and addresses of the people involved and the actual location would also be helpful.

– Try and film or photograph the incident, ideally with a date and time stamp. But please don’t put yourself or others at risk. The higher res the picture, the better.

– We need to know what sort of rubbish has been dumped – the amount and type of waste e.g. a few bags of rubbish, a fridge or a sofa.

– If relevant make a note of the vehicle registration number and a description of the vehicle.

Below is all the information residents need to dispose of their waste correctly in Waltham Forest. We continue to have the most generous service offer in London including 3 Recycling and Waste Centres- the most of any London borough- and an unlimited free bulky waste collection- no other London borough is as generous.

– Find out what you can and can’t recycle .

– Make sure you know your rubbish collection day and what goes in each bin.

– If you have any large items, book a large item or bulky waste collection or visit one of our three recycling centres . And don’t pay cowboys to take away your rubbish.

– Donate unwanted items via charity shops
